Carnegie Clinic is located just off Inglis Street, in the centre of Dunfermline. Dunfermline is the largest town in Fife with a population of about 50,000. Carnegie Clinic is a 3 storey with basement Category B listed building of Sandstone construction originally constructed in 1909 following a financial contribution from local philanthropist Andrew Carnegie. The building is located in the centre of Dunfermline and is accessed from both Inglis Street and Carnegie Drive. The building benefits from a car park to both the front and rear of the building with capacity for up to 30 cars. Internally the building has been significantly altered to suit its most recent use as a clinic with the installation of lifts and internal stairways. The building is mainly built with dressed stone walls and a pitched slated roof. The gross internal floor area of the building is about 2,717 sq. metres (29,245 sq.ft.).

The site has been measured using promap and the building sits in an area of 0.225 hectares (0.566 acres).

TOWN AND COUNTRY PLANNING

Carnegie Clinic is located within the Dunfermline &West Fife Local Plan Area and within the settlement of Dunfermline.
The current Dunfermline &West Fife Local Development Plan was adopted in November 2012. The property is shown as "white land" in the development plan and is therefore presumed suitable for development. In particular the local plan highlights Policy D1 Developer Contributions.

Policy D1 states that: "for all new development the Council will seek appropriate contributions from developers to ensure adequate infrastructure provision and to mitigate adverse environmental impact brought about by a proposed development. Planning conditions and legal agreements will be informed by a clear methodology to secure appropriate developer contributions related to the impact of each development".

The FIFEplan LDP will replace the current Local Plan. This proposed new local development plan is with Scottish Ministers awaiting their comment and approval. The planning status of the property is not likely to be changed if and when the proposed plan in its current form is adopted.
