Carnegie Clinic is located within the Dunfermline &West Fife Local Plan Area and within the settlement of Dunfermline.
The current Dunfermline &West Fife Local Development Plan was adopted in November 2012. The property is shown as "white land" in the development plan and is therefore presumed suitable for development. In particular the local plan highlights Policy D1 Developer Contributions.
Policy D1 states that: "for all new development the Council will seek appropriate contributions from developers to ensure adequate infrastructure provision and to mitigate adverse environmental impact brought about by a proposed development. Planning conditions and legal agreements will be informed by a clear methodology to secure appropriate developer contributions related to the impact of each development".
